The Haddam Resident State Troopers office is currently staffed by two
State Troopers from Troop "F", Westbrook barracks. The Resident
State Troopers were assigned by the Westbrook barracks commander to the
Resident State Trooper position after the Troopers went through a competitive
selection process which includes an oral interview and prior evaluations.
The Resident State Troopers have the responsibility of handling every
police related function in the Town of Haddam which include investigating
crimes, investigating car collisions, teaching D.A.R.E., participating
in community policing activities, applying for federal grants, patrolling
the town, enforcing motor vehicle laws, making arrests and giving public
presentations on a wide array of public safety issues, just to name a
few.
The Connecticut State Police, Resident State Trooper program began in
1947 and has become one of the most effective programs in law enforcement
for smaller, community policing. Several other State Police departments
around the country have used the Connecticut State Police, Resident State
Trooper program as a model for designing their own programs.
The program is cost effective for towns in which the individual town
has highly trained, professional State Troopers assigned strictly to
the town. The Resident State Troopers are employed by the State Police
and the town enters into a contract with the State Police Department
for the services of the State Troopers.
The Resident State Troopers assigned to the town of Haddam are currently
Trooper Jim Connelly and Trooper Enrico Milardo.
Trooper Connelly is a 17 year veteran with the State Police and has
been permanently assigned to Haddam. Trooper Connelly received a B.S.
in Criminal Justice at the University of Nebraska. He has been a road
trooper since his start in the State Police, has received a life saving
award from the State Police in May of 1999, a State Police award for
outstanding service in June 2004, a State Police Award for Meritorious
Service in October of 2005, and is also involved with the Haddam-Killingworth
Prevention Council & Juvenile Review Board. Trooper Connelly is also
a D.A.R.E. Instructor.
Trooper Connelly is actively involved with the students of Regional
School District #17. He has volunteered his time by chaperoning the 8th
Grade trip to Washington, DC every year for the past five years. He has
also chaperoned the High School Band and Chorus to Florida. Each year Trooper Connelly
plans a Mock Crash for the students at the high school
to show them what happens at an accident scene. The Mock Crash is usually
planned to occur during Prom season.
Trooper Connelly has applied for DUI Enforcements Grants for the Town
of Haddam and has successfully received these Federally- funded DUI Grants
for the past seven years.
Trooper Connelly was recently awarded the 2011 Distinguished Friend of Education Award. This award was presented to Trooper Connelly by the Connecticut Association of Schools and is the highest award given to a non-educator. Also, Trooper Connelly was awarded a Proclamation by the Town of Haddam, presented to him by First Selectman Paul DeStefano, naming June 17, 2011 "Trooper James Connelly Day" in Haddam.
Trooper Milardo has over thirteen (13) years experience with the Connecticut State Police and is permanently assigned to the Haddam Resident Troopers’ Office since January 2010 and currently works the evening shift.
Trooper Milardo has an Associate degree from Middlesex Community College and was a Middletown, CT Police Auxiliary Officer for three years.
Trooper Milardo began his career as a Connecticut State Trooper in 1998 and has received an Exemplary Service Award from the Hartford Police Department (Hartford Police/Connecticut State Police Joint Task Force Initiative in 2001). Trooper Milardo received this Exemplary Service Award from the Hartford Police Department, due to his contributing actions while assigned to that initiative.
Trooper Milardo received Unit Citation Awards in 2001, 2004 and 2010, and has been a Connecticut State Police Field Training Officer since 2003, and is still active in the field training of new Trooper trainees. Trooper Milardo is also a D.A.R.E. instructor.
Trooper Milardo is involved with the Haddam-Killingworth Youth & Family Services, Juvenile Review Board and "Healthy Communities/Healthy Kids Coalition", a collaborative effort to control underage drinking.
Troopers Connelly and Milardo are able to get to know town citizens on
a more personal level as they are in town every regular shift that they
work and they have an office at the former Haddam-Killingworth Middle
