LAND USE DEPARTMENT
Welcome to the Haddam Land Use
Department. Since the department serves several functions in the town
government including the permitting of land uses and development activities, this
sometimes becomes complicated and frustrating for both the applicants and
town officials charged with review and approval of permits. The laws adopted
by the State of Connecticut and the Town of Haddam are intended to protect
the public health and safety of the citizens and protect our natural
environment. Sometimes the laws and the regulatory process are in conflict,
so we attempt to resolve those matters with assistance and advice on
preparing the appropriate documents. We recommend that you consult with us prior to making application for approval or
a permit. Some activity may require a permit from a state agency. In that
case, we will be happy to assist you in gaining the necessary permit, if you
are in compliance with the state agency regulations. The roles of the officials and
department staff are described below. Health Director 345 8531 ext 221 The Health Director is responsible for all health concerns in the Town of Haddam. The following departments are under the direction of his office: Registered Sanitarian, Town Sanitarian/Engineer (septic systems and wells), Haddam Public Health, the Animal Control Officer (testing animals for disease), and the Land Use Office Coordinator. All wells and septic systems require
final approval by the Health Director, who reviews and
approves these matters in conformance with the Connecticut State Health Code. Registered Sanitarian – Vincent Mazzotta - 345 8531 ext 221 Many Commercial and Industrial uses
require an approval under the Connecticut State Health Code for service of
food, beverages or overnight lodging. In addition, food
service establishments are regularly inspected for compliance with the Connecticut State Health Code. Town Sanitarian/Town Engineer – Robert Tommell - 345 8531 ext 217 The Town Engineer approves permits for
driveways which access a town road. He also reviews the engineering and storm
water drainage aspects of sub-division plans, wetland permit applications and
applications for special permits
and site plans. The Town Engineer
also reviews septic system designs, supervises soil testing, and supervises
and approves the installation of public improvements in subdivisions and for special permits. Fire Marshal – Scott Brookes – 345 8531 ext 221 New Commercial and Industrial uses must be in conformance with the State of Connecticut Fire and Safety Code. The Fire Marshal reviews and approves plans which are in compliance, investigates and reports on fire incidents, and issues blasting permits. Burning Official: If you are requesting a burning permit, please contact the following: Haddam/Higganum: Howard McAuliffe at 860-345-2732 or Franklin Pierce at 860-345-2553 Haddam Neck: Joseph Zaientz at 860-267-0388 Zoning Enforcement Officer – Allan Johanson – 345 8531 ext 221 Issuance of Zoning Permits and enforcement of the Haddam Zoning Regulations is the responsibility of the Zoning Enforcement Officer. He also issues Erosion and Sediment Control Permits and regulates and supervises the installation of the erosion and sediment control measures. He also issues Certificates of Zoning Compliance. Wetlands Enforcement Officer – Allan Johanson – 345 8531 ext 221 The Wetlands Enforcement Officer issues timbering permits for limited timber cutting, enforces the Haddam Wetland Regulations, enforces the Haddam Forest Practices Regulations, and assists the wetland commission in its normal activities. Building Official – Fern Tremblay – 345-8531 ext 232 The Building Official is responsible for assuring that all new and remodeling building permits are issued in compliance with the Connecticut State Building Code. He also issues demolition permits and inspects and approves building construction activity. He is responsible for the issuance of Certificates of Occupancy. The Building Official shall receive applications, review construction documents, and issue permits for the erection and alteration of buildings and structures. Further, he shall make or cause to be made, inspections of the premises for which such permits have been issued and enforce compliance with the provisions of the Building Code. A non-profit, general public health agency serving
the Town of Haddam. The objectives of Haddam Public Health,
Inc. are: 1. To promote individual, family
and community health. 2. To assist in the prevention of
disease and maintenance of health. 3. To provide health and
social service guidance to individuals and families. 4. To oversee town subsidized
health care. 5. To coordinate programs with those
of other health, social and educational agencies in the
community for the promotion of community
health. Haddam Public Health, Inc., offers the
following services to Haddam residents: 1. Well Child Clinic - run
on an appointment only basis through Higganum Family Medical Group - routine
physical exams, immunizations and lead testing for children from birth
through the pre-kindergarten, sixth and tenth grade state mandated
physicals. 2. Emergency Food Bank -
nonperishable food items are available upon request to individuals and
families in temporary need of such. 3. Blood Pressure Screenings -
held at the Higganum Drug Center on the first Monday of each month from 10:00
a.m. to noon and at the Senior Center in conjunction on the third Monday of every other month from 11:30 a.m. to 1:00 p.m. 4. Durable Medical Equipment Loan
Closet - walkers, wheelchairs, commodes, etc., are available for short term
loan at no charge. 5. Meals-On-Wheels - available to
a limited number of homebound senior citizens who meet the criteria as set by
the Community Renewal Team. 6. Referral / linkage of
residents to other health and social services as needed. 7. Educational Information -
available on a wide variety of health related topics. EMERGENCY
FUEL BANK The Haddam Emergency Fuel Bank is available
for one time per family use during this current heating season. If you
are in need of this service, please call Candace Casale, Haddam Public Health
at (860)345-4621. Monetary donations are also welcome at any time and
may be directed to the Haddam Emergency Fuel Bank, c/o Liberty Bank, Bridge
Street, Haddam, CT 06438.

HADDAM PARK AND RECREATION COMMISSION Meetings
are held the third Wednesday of each month. This Commission is for the administration of town owned recreational facilities for the use of the residents of Haddam.

HADDAM-KILLINGWORTH RECREATION DEPARTMENT Our goal is to provide a comprehensive year-round recreational program which meets the needs of the individuals in the community. The department strives to provide positive recreational experiences which contribute to the individual's physical, social, emotional, creative, cultural, and educational growth and development in order to enrich the quality of life. We offer programs for infants through senior citizens, including a Child Care Department to help meet the needs of working parents. The Haddam-Killingworth Recreation Department is located in the Haddam-Killingworth High School at 95 Little City Road, Higganum, CT 06441. The Haddam Resident State Troopers
office is currently staffed by two State Troopers from Troop "F",
Westbrook barracks. The Resident State Troopers were assigned by the
Westbrook barracks commander to the Resident State Trooper position after the
Troopers went through a competitive selection process which includes an oral
interview and prior evaluations. The Resident State Troopers have the
responsibility of handling every police related function in the town of
Haddam which include investigating crimes, investigating car collisions,
teaching D.A.R.E., participating in community policing activities, applying
for federal grants, patrolling the town, enforcing motor vehicle laws, making
arrests and giving public presentations on a wide array of public safety issues,
just to name a few. The Connecticut State Police, Resident
State Trooper program began in 1947 and has become one of the most effective
programs in law enforcement for smaller, community policing. Several other
State Police departments around the country have used the Connecticut State
Police, Resident State Trooper program as a model for designing their own
programs. The program is cost effective for towns
in which the individual town has highly trained, professional State Troopers
assigned strictly to the town. The Resident State Troopers are employed by
the State Police and the town enters into a contract with the State Police
Department for the services of the State Troopers. The Resident State Troopers assigned to
the town of Haddam are currently Troopers Jim Connelly and Erik M. Costa. Trooper Connelly is an 11 year veteran with the State Police and has been permanently assigned to Haddam. He has been a road trooper since his start in the State Police, has received a life saving award from the State Police in May of 1999, an State Police award for outstanding service in June 2004, a State Police Award for Meritorious Service in October of 2005, and is also involved with the Haddam-Killingworth Prevention Council & Juvenile Review Board. Trooper Connelly is also a D.A.R.E. Instructor. Trooper Connelly is actively involved with the students of Regional School District #17. He has volunteered his time by chaperoning the 8th Grade trip to Washington, DC every year for the past five years. He has also chaperoned the High School Band and Chorus to Florida. Trooper Connelly is currently planning a Mock Crash for the students at the high school to show them what happens at an accident scene. The Mock Crash is usually planned to occur during Prom season. Trooper Connelly has applied for DUI Enforcements Grants for the Town of Haddam and has successfully received these Federally- funded DUI Grants for the past six years. Trooper Costa is a 6 veteran of the State Police having served at Troop "D" Danielson, Troop "E" Montville and currently Troop "F" Westbrook. He has police experience in three states, having served in Massachusetts, Rhode Island and Connecticut. Trooper Costa was born and raised in Tiverton, RI. Troopers Connelly and Costa are able to get to know town citizens on a more personal level as they are in town every regular shift that they work and they have an office in the Town Office Building, 30 Field Park Drive, Haddam. Troopers Connelly and Costa can be reached at 345-2769 and have voice mail set up if you can not immediately reach them. If a citizen is calling to report a crime, suspicious incident or emergency, please tell the State Trooper who answers the telephone at the Westbrook barracks so that a State Trooper can be sent immediately to assist or investigate. Tidbits of Information
Staff from the Assessor’s Office normally does field inspections starting in mid June through October 1, every year. Taxpayers in Town that have taken out building permits to construct decks, garages, dwellings, barns, etc., or permits for woodstoves, new windows/doors, vinyl siding, central air or new roof, etc., will have an on-site inspection by the Assessor. There will also be staff taking color photos of your new dwelling, or of a dwelling that has new vinyl siding and is a different color than it originally was. These photos will be attached to your field card in the Assessors Office. Please keep dogs in or tied up.
The last week of September, the Assessors Office sends out Personal Property Declarations to all commercial and industrial businesses that are in Town. This includes out of home businesses and to companies that lease equipment to businesses in Town. The Declaration is due by November 1st, or a 25% penalty is applied to the previous year assessment or for individuals who file late.

GENERAL INFORMATION
*An assessment is always 70% of the average fair market value for real estate, motor vehicles and personal property, statewide. The assessment is what is used to calculate your taxes. The Assessor does not collect your taxes, that is the job of the Tax Collector.
*State of Connecticut has a program for elderly homeowners that own their own residence. The State of Connecticut offers to pay a portion of the owners real estate bill, based on their yearly income. The maximum income for single elderly is $27,700 and married $33,900 for the year 2005. The income amount usually changes for each year. You must be 65 years or older or 100% disabled. Filing time is between February 1, 2006, through May 15, 2006. The Assessors Office has not yet received what the upcoming income amount will be for the 2005 Grand List year (July 2006 tax bill) The tax break received is not due back to the State.
*The Town of Haddam has adopted a program for the elderly as well, based on a yearly income of $50,000 single or married. This program is called the Senior Abatement Program. This program offers a tax break of $500.00 for single individuals and $750.00 for married couples. You must be a residential taxpayer in Town for a minimum of 20 years and must be current on your taxes, including motor vehicle and personal property. Filing time is between February 1, 2006 through May 15, 2006. You must bring in proof of 2004 income when applying. If you file an income tax return, you must bring that with you including your SSA 10-99 Social Security form received from the Social Security Administration. The tax break received from this program is not due back to the Town.
*The Town of Haddam also has a tax deferral program based on the same guide lines as the Senior Abatement Program. This program gives 50% tax break. When applying for this program, the Tax Collector places a lien on your property. Should you sell your property, or transfer the property to family or others individuals or you pass away, the money is due back to the Town. Filing time is between February 1, 2006 through May 15, 2006 for the upcoming 2005 Grand List year (July 2006 tax bill).
*Veterans who are presently receiving a tax exemption may be eligible for an additional exemption based on income. Single veterans who qualify may have an income up to $27,700 single and married veterans up to $33,900 for the 2005 income year. The filing deadline is October 1, 2004.
*To be eligible for a regular veteran’s exemption on their real estate or motor vehicle, any veteran, regardless of age, must have served on active duty for 90 days or more during war years. They must have their DD-214 or Honorable Discharge papers on file with the Town Clerk in the Town of Haddam before October 1, 2006 for the 2006 Grand List. (July 2007 tax bill).
*Servicemen currently on active duty are entitled to a total exemption for one motor vehicle garaged out of state upon submission of a letter from their commanding officer to the Assessors Office by December 31, 2006, verifying their active duty status. This must be done on an annual basis.
*Soldiers and Sailors (Active Duty Servicemen having a permanent out-of-state residential address, living at a facility in the State of Connecticut) may also apply for a veterans exemption on as many vehicles registered in his/her name that they own. They must submit a letter to the Assessor from their commanding officer verifying their active duty status and information as to year, make model and VIN# of the vehicles. There is no filing deadline.
