Resident Troopers

The Haddam Resident State Troopers office is currently staffed by two State Troopers from Troop "F", Westbrook barracks. The Resident State Troopers were assigned by the Westbrook barracks commander to the Resident State Trooper position after the Troopers went through a competitive selection process which includes an oral interview and prior evaluations.

The Resident State Troopers have the responsibility of handling all police-related functions in the Town of Haddam which include investigating crimes, investigating car collisions, teaching D.A.R.E., participating in community policing activities, applying for federal grants, patrolling the town, enforcing motor vehicle laws, making arrests and giving public presentations on a wide array of public safety issues, just to name a few.

The Connecticut State Police, Resident State Trooper program began in 1947 and has become one of the most effective programs in law enforcement for smaller communities with an emphasis on community policing. Several other Law Enforcement Agencies around the country have used the Connecticut State Police, Resident State Trooper program as a model for designing their own programs.

The program is cost-effective and offers the town highly trained, professional State Troopers assigned strictly to the respective town; as opposed to having an organized local police department. The Resident State Troopers are employed by the State Police and the town entered into a contract with the State Police Department for the services of the State Troopers.

The Resident State Trooper assigned to the town of Haddam is Trooper Joshua Muckle #951.

Trooper Muckle grew up in Connecticut and has been with the CT State Police since 2019. Since his graduation from the Connecticut State Police Training Academy, he has been assigned to Trooper "F" barracks in Westbrook. Prior to coming on with the State Police, he worked with a local Police Department (civilian side), Security, and Sales. He has a Bachelors Degree in Sports Management and Fitness. Trooper Muckle will be working days.

Trooper Muckle is involved with the Haddam-Killingworth Youth & Family Services “Juvenile Review Board” and works with Haddam-Killingworth Youth and Family Services regularly on community-related initiatives, including Holiday Toy Drives and other charitable causes, substance abuse prevention/awareness initiatives, and a variety of community events.

Troopers Muckle is eager to get to know town citizens on a more personal level, he is in town every regular shift that they work and they have an office at the former Haddam-Killingworth Middle School, 95 Little City Road, Higganum. If the Resident State Trooper(s) are out of the office, the call will automatically ring at the Troop “F” barracks in Westbrook.

Residents are reminded that they are welcome to leave e-mails (e-mails are ideal) or voicemail messages for the Trooper anytime for non-urgent routine matters; however, as the office is not manned 24/7 voicemails/e-mails may not be received right away. If citizens need to report an emergency they should dial 9-1-1 right away. Similarly, if you would like to report a crime or suspicious incident that requires immediate attention; they should call the non-emergency number at the State Police Troop “F” barracks in Westbrook at 860-399-2100 (Option #4). A Trooper or State Police Dispatcher will take your call and a Trooper can be sent immediately to assist and/or investigate.

Steps to take before the next disaster:

1.) Sign up for alerts! We will provide essential information quickly in a variety of situations, such as severe weather, fires, floods, unexpected road closures, evacuation of buildings or neighborhoods, and crime watch emergencies.

2) If you have a generator, keep it in working order. Follow the manufacturer’s storage instructions; make sure you have a supply of gas on hand; and know generator safety. Operating a generator indoors or in an attached garage can lead to carbon monoxide poisoning, and plugging a generator into an outlet in your home can backfeed electricity into power lines—a serious hazard for repairmen who may be working on or around those lines.

3) Have at least a three-day supply of nonperishable food, potable water, medications, and other necessities.(See Emergency Prep Guide) And filling your bathtub with water before a power outage really does allow you to flush the toilets.

4) Get a battery-powered or wind-up radio. Check WPLR (99.1 FM), WTIC (1080 AM, 93.7 FM), and WLIS (1420). Remember that your car has a radio.

5) Keep cell phones and other battery-powered items charged up before an event. 

6) If you have special needs that require specialized equipment or attention, tell someone trustworthy beforehand, so that they can check on you and assist you in an emergency.

7) Shelter at home if possible. By taking the precautions listed here, you may be able to remain in your home. If not, call 211 for information on open shelters. 

8) If you have an immediate emergency, call 911.
