Personal Property Declarations

The Haddam, Assessor’s Office reminds owners and lessees of tangible personal property that Connecticut General Statute 12-40 requires all persons, both residents and non-residents to file with the Assessor by November 1, 2023 a sworn declaration of all assets used by the business as of October 1, 2023.  Failure to file such declaration with the assessor’s office will result in the assessor filing on behalf of the business and adding a 25% penalty per CGS 12-41(d).
 

Extension Requests may be requested on or before November 1, 2023 per CGS 12-42.  

 
Examples of such tangible personal property include but are not limited to: machinery, cables, conduits, pipes and other fixtures of water, gas, electric companies; leasehold improvements classified as other than real property; furniture and fixtures; unregistered motor vehicles, unregistered recreational vehicles (RV’s) and truck campers, snow mobiles, all-terrain vehicles, unregistered motor vehicles, unregistered personal watercrafts (not including boats); farm machinery; tools; expensed supplies; horses & ponies.  Various exemptions are explained on the declaration and available if filed on time.

Mission:

The Assessor’s Office is responsible for distributing the tax burden among all taxpayers within the Town of Haddam pursuant to Section 12 of the Connecticut General Statutes.

Hours:  Monday, Tuesday and Wednesday from 8:30 a.m. to 4:00 p.m.

              Thursday from 8:30 a.m. to 6:00 p.m.

               Friday from 8:30 a.m. to 12:00 noon

Responsibilities:

Our office is responsible for the annual preparation of the Grand List. The Grand List is a compilation of all taxable property within the town limits – including motor vehicles, personal property and real estate. 

Real Estate

Our records are updated from deeds and documents recorded with the Town Clerk, updates from the Building and Land Use Departments and other state, regional and local entities. We update the Tax Maps annually, in conjunction with the completion of the Grand List. 

Properties that have building permits that have not yet been closed out by the Assessor’s Office are visited annually with the property record being updated with new information. Additionally, any properties that are changed or updated without permits are also visited and updates made to the assessment records. Haddam had 4,292 real estate accounts on the 2018 Grand List.

Motor Vehicles

The Assessor’s Office receives and updates motor vehicle records from the Connecticut Department of Motor Vehicles. We are supplied lists from the DMV twice per year and are responsible for valuing and maintaining accurate listings of vehicles within Haddam – including adding and removing motor vehicles from out-of-state or other jurisdictions, deleting motor vehicles that were sold or traded-in and adding any new vehicles that were registered after October 1st

Personal Property

The Assessor’s Office maintains personal property records for all businesses and personal property accounts in town and this includes the annual processing of Personal Property Declarations. We are responsible for maintaining accurate records for businesses moving into, and out of, Haddam and recording the accurate personal property listing of these businesses.  This also includes taxpayers who have unregistered motor vehicles, or vehicles registered out-of-state whose principal domicile is here in Haddam. 

Exemptions and Special Programs

In addition to maintaining the Grand List, the Assessor’s Office maintains records for a multitude of state and local exemption programs – from initial eligibility and application to the annual maintenance of these records. Some of these include exemptions for Blind, Veteran’s, Active Military, Elderly, Manufacturing, Solar, and Farm and Forest, among others. In conjunction with maintaining these programs in Haddam, we are responsible to report on these programs to various state and local authorities throughout the year.
